- Modified Rule 11.1.a – Removed Greg Cutrone as Asst. Commissioner and replaced him with Stephen Lipp.
- Modified Rule 8.3. – Changed Trade Deadline to August 24th so that it can be managed by the Yahoo! software.
- Added Rule 3.7 – States that Teams may select/modify their team names from the start of the season until the open of offseason trading & That the commissioners must be notified of all team name changes.
- Modified Rule 1.1 – Adjusted to reflect the use of NA spots.
- Added Rule 12.1.1. – States that deposits will be refunded in the event that the league is disbanded.
